Taichung Green Museumbrary Parking Lot:
The Taichung Green Museumbrary’s paid parking lot for cars and motorcycles is available through Zongke Road and Jingmao 7th Road. It includes 296 general car parking spaces, 8 electric vehicle charging stations, 7 accessible car parking spaces, 7 parent-child parking spaces, 378 general motorcycle parking spaces, and 8 accessible motorcycle parking spaces.

Management Regulations for Venue Use at the Taichung Public Library

Article 1
The Taichung City Government has established these regulations to promote social, cultural, and educational activities, as well as to maximize the use of the venues at Taichung Public Library and its various branch libraries.
Article 2
The Cultural Affairs Bureau of Taichung City Government (hereafter called the “Cultural Affairs Bureau”) is the main authority overseeing these regulations, while the Taichung Public Library (hereafter called the “Library”) functions as the implementing agency.
Article 3
Non-profit cultural and educational activities related to the above may apply to use the venues per these regulations. The venues mentioned include multifunctional rooms, conference rooms, audiovisual rooms, classrooms, computer labs, lecture halls, auditoriums, assembly halls, outdoor plazas, and performance halls within the Library and its branches.
Article 4
Applicants are required to submit a venue use application form to the Library or the relevant branch at least two months prior to the intended date, but no later than two weeks before the scheduled date. Upon approval, the venue fee and deposit must be paid within three days. If payment is not made within this period, it will result in the waiver of the application.
Article 5
Applications for venue use are limited to the operating hours of the Library or the relevant branch, with sessions in three-hour blocks. Overtime is billed per hour, and any usage under one hour is rounded up to the next full hour. The appendix shows the fee schedule for these charges.
Article 6
Applicants co-hosting events with the Cultural Affairs Bureau or the Library are exempt from paying venue fees.
Article 7
If a cancellation occurs due to force majeure, all venue fees and deposits will be fully refunded. Cancellations made at least one week before the scheduled date will be eligible for an 80% refund of the venue fees, and the deposit will be returned in full. For late cancellations or no-shows, venue fees will not be refunded, but the deposit will still be fully refunded.
Article 8
Public property and equipment, whether inside or outside the venues, must be used following specified regulations. Activities such as posting posters, hanging flags, activating lighting, audio, and projection screens, or using recording and broadcasting devices, as well as connecting extra electrical equipment, all require prior approval and coordination with the Library or branch staff.
The deposit will be fully refunded without interest after the venue is used, pending an inspection confirming no damage to public property. If damage is found, the applicant bears full responsibility for compensation. Failure to pay for damages may lead the Library or the branch to deduct repair costs from the deposit and pursue any remaining charges from the applicant.
Article 9
The Library or branch libraries may immediately terminate usage without refunding the venue fees and deposits under the following conditions:
- If the actual use differs from what the application states.
- If the usage rights are transferred without permission.
- If there are disruptions to the reading environment or hygiene.
- If activities or performances pose a risk to the safety of the building, equipment, or staff.
- If illegal activities are involved.
- If actions violate public order or moral standards.
Article 10
If the Library or branch libraries need the venue for their use, applicants will be notified at least one month in advance to reschedule or cancel. If rescheduling or canceling is not possible, venue fees and deposits will be refunded without interest.
Article 11
All fees collected according to these regulations shall be fully transferred to the city treasury.
Article 12
The Library will provide the application forms and related formats separately, following these regulations.
Article 13
These regulations shall come into effect on the date of their issuance.

Notes:
- The requested duration of usage shall be calculated in units of three hours per application; if the actual duration is less than three hours, a minimum charge equivalent to three hours shall be applicable. 2
- Overtime shall be billed on an hourly basis; for durations less than one hour, a minimum charge for one hour shall be enforced. 3.
- Non-profit organizations registered with either the central or local government, including elderly associations, organizations for persons with disabilities, and children’s groups, shall be entitled to pay only 20% of the standard venue fees when applying for venue use. Nevertheless, charges for air conditioning and security deposits shall be billed at the standard rates.

By Bus
- Take Bus No. 525 and get off at the “Jingmao 7th Road Intersection” stop. Then, turn left onto Jingmao 7th Road and walk about 250 meters.
- Take Bus Nos. 6, 8, 23, 54, 61, 108, 500, 651, or 850 and get off at the “Maoyi 3rd Village” stop. Then, turn left at the Jingmao 7th Road intersection and walk about 500 meters.
- Take Bus Nos. 6, 8, 23, 54, 62, 108, 500, 651, or 850 and get off at the “Zhongqing-Tongrong Road Intersection” stop. Then, turn right at the Jingmao 7th Road intersection and walk about 500 meters.
By MRT
Take the MRT Green Line to Wen-Hua Senior High School Station. After exiting, transfer at the “Henan-Changan Road Intersection” stop to Bus No. 525, and get off at the “Jingmao 7th Road Intersection” stop. Then turn right onto Jingmao 7th Road and walk about 250 meters.
By Train
Take the Taiwan Railways to the “Taichung” Station. Exit and transfer at the “Taichung Station (Taiwan Blvd.)” stop to Bus No. 525. Get off at the “Jingmao 7th Road Intersection” stop. Then, turn left onto Jingmao 7th Road and walk about 250 meters.
By High-speed Rail
Take the High-speed Rail (HSR) to HSR Taichung Station. Exit at either exit 5 or 6 on the first floor of the station area. Then, transfer to Bus No. 82E heading toward the “Trade 3rd Village” stop. After getting off, turn left onto Jingmao 7th Road and walk about 500 meters.
By Car
National Freeway No. 1: Exit National Freeway No. 1 at Zhongqing Interchange at 174k and follow Zhongqing Road toward downtown Taichung City. Proceed straight for about 700 meters, then turn right onto Jingmao 7th Road. Continue approximately 400 meters to reach the parking lot entrance of Taichung Green Museumbrary.
Provincial Highway 74 (Kuaiguan-Wufeng Expressway):
- From Wuri heading toward East Tanzi: Take Exit 13 – Beitun 1 and turn right onto Zhongke Road. Continue straight to the intersection with Jingmao 7th Road to reach the parking lot entrance of Taichung Green Museumbrary.
- From Taiping heading toward Xitun: Take Exit 14 – Beitun 2 and continue straight on Huanzhong Road. Turn left onto Zhongqing Road toward downtown Taichung City. Continue straight for about 700 meters and turn right onto Jingmao 7th Road. Go approximately 400 meters to reach the parking lot entrance of Taichung Green Museumbrary.
